Kansas Archdiocese hires law firm to study abuse allegations

KANSAS CITY, Kan. (AP) — The Archdiocese of Kansas City in Kansas has hired a law firm to review allegations of sexual abuse and misconduct against priests in the diocese.

Archbishop Joseph Naumann wrote in a column published Friday in the archdiocese’s newspaper, The Leaven, that the firm was hired to ensure church officials have an accurate historical knowledge of how the archdiocese has responded to allegations of misconduct. He did not name the firm, which he said will review priest personnel files going back to 1950.

Attorney Rebecca Randles, who has represented several people alleging abuse by priests, said Naumann’s action wasn’t enough. She says it doesn’t meet her recent call for investigation and transparency because the law firm ultimately represents the archdiocese’s interest.

UPDATE: Parents arrested for 2-month-old’s death were drunk

SEDGWICK COUNTY —Law enforcement authorities are investigating the suspicious death of a 2-month-old and have made two arrests.

According to the Sedgwick County booking report police arrested 34-year-old Kyle Lloyd Kempton and 39-year-old Christy Rollings in connection with the death of their son. 

Kempton has been booked into jail on charges of involuntary manslaughter and aggravated child endangerment.  Rollings was booked into jail on two counts of aggravated child endangerment.

At approximately 6 a.m. Thursday, police responded to a call of a child not breathing at a motel in the 5900 block of west Kellogg in Wichita, according to Davidson.

Upon arrival, the boy was found unresponsive, and he was pronounced dead on scene.  The boy’s twin brother was also on scene, unharmed. The investigation revealed the parents had become intoxicated overnight.  This morning the father woke up next to the boy, found him not breathing and called 9-1-1. 

 On Tuesday, at approximately 4:45 p.m., police responded to a call at the same motel concerning the welfare of the twins. The parents were intoxicated at the time and the children were placed with a responsible family member.  

An autopsy is scheduled to determine the cause of death.

SEDGWICK COUNTY — Law enforcement authorities are investigating the death of a 2-month-old boy.

Just after 6 a.m. Thursday, police responded to a call of a child not breathing at a motel in the 5900 block of west Kellogg in Wichita, according to officer Charley Davidson.

 Upon arrival, the boy was found unresponsive, and he was pronounced dead on scene.  The boy’s twin brother was also on scene, unharmed.

An investigation has revealed the two children, their 34-year-old father and 39-year-old mother were living at the motel.  The father found the boy not breathing and called 911, according to Davidson.

The cause of death is unknown.  An autopsy will be conducted to determine the cause of death. 

Kan. school district heightens security after social media threat

SHAWNEE COUNTY —The Shawnee County Sheriff’s Office has been working with USD 501 and the Topeka Police Department on information received Wednesday on a non-specific school threat via social media, according to Sgt. Todd Stallbaumer.

No specific school was mentioned. For the schools in Shawnee County, the School Resource Officers have notified their respective school districts and remain vigilant in assisting with maintaining safe learning environments.

Authorities reminded students and their families “If you see or hear something, say something.” Please report any suspicious activity to Teachers, Principals, School Police, or School Resource Officers.

In addition, the Kansas School Safety Hotline is 1-877-626-8203.

Homeless man charged with Kansas credit union robbery

TOPEKA, KAN. – A homeless man was indicted Wednesday on a federal charge of robbing a credit union in Topeka, according to U.S. Attorney Stephen McAllister.

Robert Charles Frazier, 63, is charged with one count of robbery. The indictment alleges that on Aug. 20, 2018, he robbed the Azura Credit Union at 1129 South Kansas Avenue.

An off-duty Topeka police officer working security at the credit union arrested Frazier.

If convicted, he faces up to 20 years in federal prison and a fine up to $250,000. The Topeka Police Department and the FBI investigated. Assistant U.S. Attorney Jared Maag is prosecuting.

Kansas architect sentenced to prison for defrauding employer

TOPEKA, KAN. – An architect who worked for Payless ShoeSource was sentenced Tuesday to 21 months in federal prison and ordered to pay more than $425,000 in restitution for defrauding the company, according to U.S. Attorney Stephen McAllister.

Manuel Francisco Ruiz-Lacayo, 38, Lawrence, pleaded guilty to one count of wire fraud. In his plea, he admitted the crime occurred while he worked for Payless as a project manager for store planning. His work included designing exteriors and interior floor plans for new stores in Central and South America. He coordinated with Ordonez Architecture and Construction in Bogata, Columbia, and Christian Heins Finkenstaedt in Barranquilla, Columbia, on the projects.

Without the knowledge of his employer, Ruiz-Lacayo told the contractors that 3D renderings of storefronts were required for all projects. He told them to use a firm he said was located in Costa Rica. In fact, the address he gave them was his mother’s and no renderings were produced. Ruiz-Lacayo submitted invoices from the fictitious firm to Payless for payment.

Kansas farmer finds human remains while mowing

NEOSHO COUNTY – On Monday morning, Aug. 27, the Kansas Bureau of Investigation (KBI) assisted the Neosho County Sheriff’s Office with the processing and recovery of huma skeletal remains located near the intersection of Ford Road and 50th Road in Neosho County, Kan, according to a media release.

A farmer who was mowing in the area located the remains. The remains were taken to the Shawnee County Coroner’s office for examination. Identification of the remains is pending.

The investigation is being treated as a suspicious death and is currently ongoing. If you have any information, please contact the Neosho County Sheriff’s Office or call 1-800-KSCRIME.

 

Kansas man accused of stabbing woman in the ear

COWLEY COUNTY— Law enforcement authorities are investigating a suspect for alleged aggravated battery.

Just after 9:30 a.m. Friday, police were dispatched to an Arkansas City residence for a report of a domestic disturbance.

They made contact with the alleged victim, a 37-year-old Arkansas City woman who reported being battered multiple times. During the altercation, the suspect allegedly attempted to stab her with a knife and eventually succeeded in stabbing her through one ear.

The Arkansas City Fire-EMS Department was called to the scene to evaluate the victim. She later sought treatment of her injuries at South Central Kansas Medical Center.

The suspect, who was identified as Evaristo Gutierrez, 47, could not be located at the time of the initial report. He later was arrested and taken into custody on Saturday afternoon in the 100 block of West Cedar Avenue, according to the release.

He was transported to and booked into the Cowley County Jail in Winfield in lieu of $10,000 bond through Cowley County District Court in Arkansas City on one felony count of aggravated battery-domestic violence.
