The Kansas Department of Corrections Prisoner Review Board is accepting public comment concerning the case of inmate Frank J. Pencek’s possible parole.
A public comment session is scheduled from 10 a.m. until noon Monday ( Nov. 21 ) at City Hall at 1 McDowell Plaza, 701 North 7th Street in Kansas City, Kansas.
Pencek, now 69, was convicted in the death of 20-year old Elizabeth Bush, a park rangerette at Milford Lake in May of 1974. Pencek was sentenced to serve two consecutive life sentences, plus five to twenty years for the kidnaping, rape and first-degree murder of Bush, a Kansas State University student, who had been working at a state park toll booth at Milford lake at the time of the incident.
